From November 5 to 7, 2025, significant events dedicated to gender equality issues took place in Tashkent. These events were organized by the Central Finance and Contracting Agency (CFCA), funded by the Federal Government of Germany in cooperation with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, and held within the framework of the project “Good Governance – Support to Capacity Building for the Public Administration of Uzbekistan.” Cooperation partners included the EU Twinning project “Systematisation and Simplification of the Regulatory Framework in the Republic of Uzbekistan” and the Agency for Governance Efficiency under the President of the Republic of Uzbekistan.

On November 5–6, the seminar “From Theory to Practice: German Approaches to Regulatory Impact Assessment and Latvia’s Experience in Implementing Gender Equality Policy” brought together experts to analyze Uzbek legislation, discuss gender mainstreaming, and develop recommendations for legislative improvements.
Participants included representatives from the Ministry of Justice and other sectors, alongside experts such as Dr. Marita Zitmane (Latvia), Iluta Lāce (MARTA Center), and officials from German and Latvian public administrations.

On November 7, the international conference “The Role of Women in Public Governance: Voices of Change Shaping Uzbekistan’s Future” took place.

The conference brought together high-level officials, representatives of international organizations, and experts to discuss gender equality in public administration, the role of women in policymaking, and international experiences in developing gender-sensitive legislation.

On November 7, the international conference “The Role of Women in Public Governance: Voices of Change Shaping Uzbekistan’s Future” convened high-level officials, international organizations, and experts to explore gender equality in public administration, women’s role in policymaking, and global best practices in gender-sensitive legislation.

Opening session speakers included:

  • Tanzila Narbayeva, Chairwoman of the Senate of the Oliy Majlis of Uzbekistan
  • Ulugbek Khusainov, Director of the Agency for Governance Efficiency under the President of the Republic of Uzbekistan
  • Ģirts Jaunzems, Ambassador of the Republic of Latvia to Uzbekistan
  • Clemens Schwanhold, Deputy Head of Mission of the Embassy of the Federal Republic of Germany in Uzbekistan
  • Alisher Umarov, Vice Rector of the Academy of Public Policy and Governance under the President of the Republic of Uzbekistan

The agenda featured thematic sessions on:

  • Public Governance and Gender Equality: Institutional guarantees, global indices, and experiences in transforming regulatory frameworks were analyzed.
  • Gender-Sensitive Legislation: National and international solutions were discussed, including perspectives from OECD and World Bank experts, as well as experiences from Latvia and other countries.
  • Women’s Representation in Politics and Society: Research findings on women’s roles in society were presented, and discussions were held on women’s involvement in local governments and proposals for legislative improvements.
  • Media Policy and the Image of Women Leaders: Dr. Marita Zitmane (Latvia) emphasized the role of media in shaping public opinion and reducing gender stereotypes.

Participants included representatives from the OECD, World Bank, “El-Yurt Umidi” Foundation, MARTA Center (Latvia), and other organizations. Panel discussions addressed practical examples and policy recommendations for advancing gender equality in Uzbekistan.

In his address, Latvian Ambassador Ģirts Jaunzems stated:

“Diversity is not just about numbers – it means new ideas, better decisions, and a stronger society. When women and men work together, everyone benefits. Women in public administration are especially important because they help shape policies that affect us all. Their voices and perspectives make government more responsive, fair, and effective.”

The conference concluded by underscoring the importance of international cooperation and the need to continue efforts to strengthen gender equality in public governance.
