- Project objective: Development of the heating system in the city of Gulbene. The project envisages investments in the timely replacement of heating boilers, ensuring a service life of up to 20 years, and investments in fuel storage infrastructure to obtain biomass fuel of appropriate humidity, which can significantly improve energy efficiency.
- Public partner: Gulbene County Municipality.
- PPP model: Design, build, finance, maintain (DBFM).
- CAPEX: 9.32 MEUR excluding VAT (in 2025 prices).
- Project accounting: Off-balance sheet project.
- Term: 21 years (construction 1 year + maintenance 20 years).
- PPP contract price: Provisionally 52.77 MEUR excluding VAT (in 2025 prices).
- PPP procurement: Concession procedure in accordance with the regulations of the PPP Law.
- FEA agreed: 01.08.2025. (CFLA) 13.08.2025. (FM).
- FEA development service procurement: contract concluded on 12.08.2024, winner SIA “KONSORTS” - EIS.
