Current project status: FEA coordinated with CFLA and FM

  • Project goal: Modernization of street lighting and increase of energy efficiency in the city of Riga. The main idea of the project is to replace worn-out street lighting infrastructure with a modern and significantly more energy-efficient equivalent throughout the city.
  • Public partner: Riga City Council. PPP model: Design, build, finance, maintain (DBFM ).
  • CAPEX: 42.6 MEUR excluding VAT (in 2025 prices).
  • Project Accounting: Off-balance sheet project.
  • Term: 20 years (5 years construction (phased) + 17 years maintenance).
  • PPP contract price: provisional EUR 157.2 MEUR excluding VAT (in 2025 prices).
  • Annual availability payment: provisionally 8.5 MEUR excluding VAT (in 2025 prices).
  • FEA agreed: 14.03.2025 (CFLA), 01.04.2025 (FM).
  • FEA development service procurement: contract concluded on 21.08.2023, winner “PricewaterhouseCoopers SIA” - EIS.
  • Decision on the development of FEA: 26.04.2023. (Riga City Council) FEA preparation decisions.
