Current project status: Development of PPP procurement documentation

  • Project objective: To ensure the renovation of street lighting in the city of Daugavpils, as well as to provide additional street lighting in three neighborhoods of the city by installing energy-efficient luminaires, a control system and other street lighting elements, thus reducing the electricity consumption required for street lighting in the city of Daugavpils by at least 50% compared to the regulatory electricity consumption of the street lighting system in 2024.
  • Public partner: Daugavpils City Municipality.
  • PPP model: Design, build, finance, maintain (DBFM).
  • CAPEX: 6.95 MEUR excluding VAT (in 2024 prices).
  • Project accounting: Off-balance sheet project.
  • Term: 15 years (1.5 years construction + 13.75 years maintenance).
  • PPP contract start date: tentatively 2026.
  • Construction work completed, object available: tentatively 2028.
  • PPP contract end date: tentatively 2041.
  • PPP contract price: 16.867 MEUR excluding VAT (in 2024 prices).
  • Annual availability payment: 1.227 MEUR excluding VAT (in 2024 prices).
  • PPP procurement: Open tender.
  • Decision to initiate the procurement procedure: Provisionally 2026.
  • Development and coordination of procurement documentation with CFLA: Provisionally first quarter of 2026.
  • FEA coordinated: 19.12.2024 (CFLA), 21.01.2025. (FM) Daugavpils lighting project;
  • FEA development: 2022, within the framework of the European Energy Efficiency Fund (EEEF) project, developer SIA "Ardenis".
  • Decision on the development of the FEA: 28.04.2022. (Daugavpils Regional Council) FEA preparation decisions.
