Project description

• Project objective: Development of the heat supply system in the administrative territory of Smiltene municipality, excluding the city of Smiltene. The project envisages investments in 23 elements of the heat supply system of nine parishes of Smiltene municipality, where it is economically and technically feasible to implement the PPP model.
• Public partner: Smiltene Municipality.
• PPP model: Design, build, finance, maintain (DBFM).
• CAPEX: 2.73 MEUR excluding VAT (in 2025 prices).
• Project accounting: Off-balance sheet project.

Deadlines

• Term: 20 years (construction 1 year + maintenance 19 years).

PPP contract price

• PPP contract price: Provisionally 32.62 MEUR excluding VAT (in 2025 prices).

Procurement

• PPP procurement: Concession procedure in accordance with the regulations of the PPP Law

• FEA development service procurement: contract concluded on 03.01.2024, winner SIA “KONSORTS” - EIS.
