  • Project goal: Construction of a new educational institution with adjacent sports infrastructure.
  • Public partner: Mārupe County Municipality.
  • PPP model: Design, build, finance, maintain (DBFM).
  • CAPEX: 38.6 MEUR excluding VAT (in 2025 prices).
  • Project accounting: Off-balance sheet project.
  • Term: 28 years (construction 3 years + maintenance 25 years).
  • PPP contract price: Provisional 148 MEUR.
  • Availability payment per year: Provisionally 1.5 MEUR per quarter.
  • PPP procurement: Competitive procedure with negotiation or competitive dialogue.
  • FEA development service procurement: contract concluded on 03.06.2024, winner SIA “Deloitte Latvia” - EIS.
  • Decision on the development of FEA: FEA preparation decisions 30.11.2022. (Mārupe Municipality).
