The Central Finance and Contracting Agency (CFCA), acting as Latvia’s development cooperation agency, has launched a grant competition for the reconstruction of social infrastructure in Ukraine’s Chernihiv region, with €1.5 million available from the state budget program “Funding for Measures to Strengthen National Security.”
“This is a significant step for CFCA as we continue to support Ukraine’s recovery process by announcing the first grant competition dedicated to restoring the infrastructure of war-affected schools in the Chernihiv region. Despite the tight deadlines due to budget year constraints and the need for swift results, we are prepared to work closely with project implementers, providing support to ensure that the €1.5 million funding is effectively utilized for the sustainable and safe restoration of Ukraine’s educational environment. This competition is not only financial aid but also a symbolic testament to our solidarity with Ukraine during these challenging times,” said Dana Heiberga, Director of CFCA’s Development Cooperation Department, commending the allocation of grants for the reconstruction of Ukrainian schools.
The competition aims to promote a sustainable and safe environment in educational institutions by restoring facilities such as the Dmytriivka Lyceum (roof repairs, thermal insulation, kitchen renovation, fire safety improvements), the Zamhlai Lyceum (building reconstruction and shelter construction), and the Tupychevo Lyceum (crack repairs in walls, roof replacement, building insulation).
Applications for funding can be submitted by Latvian direct and indirect state administration and municipal institutions, derived public entities, as well as associations, foundations, companies, trade unions, and other legal entities registered in Latvia. The maximum grant amount for a single project is €750,000.
Applications can be submitted until June 6, 2025, with project implementation to be completed by December 31, 2025. Funding will be allocated on a priority basis, based on the points scored in the project evaluation.
CFCA is a Latvian state institution responsible for the management and oversight of EU funds and other foreign financial instruments in Latvia, as well as the implementation of development cooperation projects abroad. CFCA’s mission is to promote sustainable development and ensure the effective use of financial resources. Development cooperation encompasses policies and measures aimed at providing assistance to less developed countries to foster their long-term social and economic development. CFCA has been fulfilling the functions of Latvia’s development cooperation agency since 2022.
