On February 25 and 26, 2026, the final training seminar within the project “Support to Capacity Building for the Public Administration of Uzbekistan” took place in Tashkent. The program focused on “Strategic Planning in Uzbekistan: from preparation to confident management.”

Četri eksperti, tostarp no Latvijas, sēž pie diskusiju galda, kas rotāts ar ziediem un galda karodziņiem. Uz lielā ekrāna aiz viņiem redzams uzraksts "Training of Trainers Program Strategic Planning in Uzbekistan". Priekšplānā redzami semināra dalībnieki no mugurpuses, klausoties prezentāciju.

During the seminar, participants demonstrated their practical skills by developing and presenting strategic planning training modules and stepping into the role of trainers. Latvian experts provided professional and constructive feedback, commending the high level of preparation and the quality performance of the groups.

They define a shared direction, foster a common understanding of priorities, and serve as a framework guiding decision-making across the entire public administration. Adopting a strategy is not the end of the process – it is only the beginning, as the real challenge lies in its implementation. Strategic planning can only work if everyone understands what needs to be done and why. In this process, it has been a great honour for Latvia and the Central Finance and Contracting Agency to support capacity building and to help ensure that this work could take place in a structured, consistent, and forward-looking manner."

Latvian experts have been supporting Uzbekistan in the development and implementation of its strategic planning system since September 2024. Crucially, the training began well in advance—even before the adoption of the relevant regulatory acts—thereby purposefully preparing public administration employees for the upcoming reforms. Based on methodical materials developed by Zorka Kordić Gledović and in cooperation with Latvian experts, a strategic planning training program was created and refined, combining a systemic approach, practical tasks, and adult education principles.

As a result of this collaborative effort, at the end of 2025, the President of the Republic of Uzbekistan signed two significant regulatory acts that solidified the foundation for the reform:

  • Presidential Decree No. UP 201 (October 30, 2025): Established a unified and comprehensive strategic planning and development system based on the principle: goal → action → result.
  • Presidential Resolution No. PP 394 (December 29, 2025): Defined the mechanisms for system implementation, including the hierarchy of strategic documents, as well as monitoring and results evaluation procedures.

The training content and methodology refined during these sessions will serve as the basis for a long-term strategic planning curriculum. This program will be handed over to The Academy of Public Policy and Administration under the President of the Republic of Uzbekistan for the continued education of public administration officials.
