On 18 December 2025, the Central Finance and Contracting Agency (CFCA) signed a contract with the Delegation of the European Union to Ukraine for the implementation of the project “EU4 Market Surveillance and Consumer Protection.” The total project budget amounts to 2 million EUR and is fully financed from the European Union budget under the Ukraine Facility. The project implementation period is 36 months, starting from 1 January 2026.
The objective of the project is to strengthen Ukraine’s capacity to align with EU requirements in the areas of market surveillance and consumer protection, which constitutes an essential part of Ukraine’s accession process to the European Union. The project will support the approximation of Ukrainian legislation to the EU acquis, promote a safe and transparent market environment, and help ensure effective consumer protection.
Through the implementation of the project, the circulation of safe and EU-compliant products will be promoted, cooperation among public authorities will be enhanced, and institutional capacity will be strengthened — all of which are prerequisites for Ukraine’s participation in the EU single market. Particular attention will also be paid to effective import controls and cooperation between the relevant authorities.
The project will be implemented in cooperation with the Consumer Rights Protection Centre of Latvia and the Customs Administration of the State Revenue Service of Latvia, drawing on the experience and expertise of Latvian institutions in the implementation of EU regulatory frameworks.
CFCA is a European Commission pillar-assessed organisation, confirming its capacity to independently manage EU-funded projects in full compliance with EU requirements, ensuring high standards of financial management, control, and supervision.
The project will provide a long-term contribution to Ukraine’s reform process, helping to embed EU standards in daily practice and promote a reliable, sustainable, and EU-compliant system of market surveillance and consumer protection.
This project demonstrates Latvia’s active role in the European Union’s external cooperation policy and its continued support for Ukraine on its path towards membership in the European Union.
