Through international projects coordinated by the Central Finance and Contracting Agency (CFCA), Latvia has emerged as a recognized provider of expertise in digital development and cybersecurity, contributing to the modernization of public administration and the advancement of societies across Central Asia, Africa, and other regions. As Latvia’s development cooperation agency, CFCA continues in 2026 to implement and coordinate digital transformation initiatives that promote secure, inclusive, and sustainable development.
CFCA is currently leading several international projects, including the European Union-funded initiative “Digital Connectivity for Central Asia”, which aims to improve digital connectivity and expand access to the internet across the region. Another key initiative, “Women’s Leadership in the Public Information and Communication Technology (ICT) Sector”, promotes women’s leadership, STEM education and gender equality in the digital domain. At the same time, CFCA is implementing the “Capacity Building for Cybersecurity and Artificial Intelligence” project, designed to strengthen cybersecurity and AI capabilities in Uzbekistan and Egypt by enhancing critical infrastructure protection and improving resilience against cyber threats.
CFCA’s efforts focus on advancing digital infrastructure, strengthening institutional capacities and leadership, improving connectivity, and promoting cybersecurity and the responsible use of technology. These projects draw upon the combined expertise of Latvian public institutions, academic organizations, and civil society partners to deliver practical and sustainable solutions.

Project implementation involves leading Latvian experts and organizations, including Riga Technical University, Baltic Consultancy, Latvian IT Cluster, Riga TechGirls, and Economic Cooperation and Investment for Latvia. These organizations share a commitment to advancing digital skills, fostering innovation, and supporting the adoption of technology, while strengthening cooperation and enhancing competitiveness in the digital economy.
Throughout 2026, project activities include the development of digital governance solutions, improvements to regulatory frameworks, the delivery of training and knowledge-sharing programmes, and the strengthening of institutional capacities. Emphasis is placed on increasing the participation of women and young people in the technology sector through STEM education and mentoring initiatives. The projects also address digital safety, cybersecurity awareness, and the prevention of cyber violence. Through these efforts, Latvian expertise is being shared with partner countries including Egypt, Kazakhstan, Kyrgyzstan, Ukraine, Uzbekistan, Tanzania, Tajikistan, and Turkmenistan.
CFCA emphasizes that these initiatives take an integrated approach to digital transformation by combining infrastructure development, skills enhancement, institutional strengthening, and cybersecurity measures. This holistic model helps ensure sustainable and long-term impact while reinforcing Latvia’s reputation as a trusted partner in international development and digital innovation.
These initiatives are implemented with funding from the European Union and the support of international partners, including institutions from EU Member States, the German Federal Foreign Office, and other international organizations. The Ministry of Foreign Affairs of the Republic of Latvia plays a pivotal role in strengthening Latvia’s development cooperation framework by coordinating policy, facilitating the contribution of Latvian expertise to international initiatives, and supporting progress towards global development goals.
Development cooperation is a key priority of the European Union’s external action, and Latvia actively contributes to advancing this agenda. Since joining the EU in 2004, Latvia has successfully transitioned from a recipient of international assistance to a donor country, playing an increasingly active role in shaping development cooperation policy and implementing initiatives that support sustainable development and resilience in partner countries. These efforts are carried out under Latvia’s development cooperation brand, LATDEV, which provides a unified platform for showcasing Latvia’s expertise, experience, and contribution to global development.
