Development cooperation agency

According to amendments to the Law on International Assistance, the Central Finance and Contracting Agency (CFCA), in addition to its function to administer the European Union (EU) funds, will also perform the functions of a Latvian development agency to provide centralised advisory and administrative support to Latvian institutions and other interested parties wishing to apply for participation in the implementation of projects financed by EU external action instruments or international institutions.

Within the scope of the new function, the CFCA will facilitate Latvia’s involvement in projects funded by the EU external action instruments by providing support to public administration institutions, civil society organisations, and also merchants interested in participating in projects funded by the EU external action instruments, taking up the role of a single contact point and coordinator for the development, submission, and administration of project proposals, including the monitoring and post-monitoring process.

The CFCA, as the coordinator of development cooperation projects, will contribute to reducing the administrative burden by promoting a common approach to advising potential project promoters, while also taking into account the size, complexity and specific requirements of each project to be implemented, and also ensuring a common approach to control and monitoring measures.

In the performance of the new development cooperation function, the CFCA is working closely with the Ministry of Foreign Affairs as the development cooperation policy maker.
