The Central Finance and Contracting Agency (CFCA) invites experienced professionals to participate in a price survey for the development of technical specifications and qualification requirements for the procurement of modular and mobile shelters intended for Ukraine, as well as the provision of consultancy services related to the procurement process.
Scope of expert services includes:
- analysis of Ukrainian legislation, standards and civil protection requirements;
- market and technology analysis of modular and mobile shelters;
- definition of technical requirements for shelters, including structures, materials, safety, ventilation, capacity and mobility;
- preparation of technical specifications for the procurement, including parametric tables and compliance with Ukrainian standards;
- definition of qualification requirements for potential suppliers (including certificates where applicable);
- provision of consultancy services and expert opinions during the procurement process, including tender evaluation.
Expected deliverables:
- technical specifications for modular and mobile shelters in Latvian and English;
- an analytical assessment of available solutions based on price, quality and technical performance;
- qualification requirements for tenderers;
- expert opinions on submitted tenders, if required.
Expert profile:
- higher education in construction and qualification as a civil engineer;
- proven experience in at least one project involving the design or construction supervision of modular or mobile shelters within the last three years;
- knowledge of applicable Ukrainian technical and safety regulations.
