“The past year can be characterised as a year of stable implementation, process maturity and purposeful efficiency. While continuing to perform the functions of the sole intermediary body in the 2021–2027 EU funds programming period, the main focus was placed not only on the pace of project implementation, but also on simplifying processes for beneficiaries and introducing modern, digital solutions,” summarises CFCA Director Anita Krūmiņa.
At the end of 2025, CFCA was overseeing 1,991 projects. During the year, 75 calls for project applications were launched, 1,027 new contracts were signed, and 356 projects were completed. The total volume of payments made within project implementation reached EUR 1.1 billion, demonstrating the active and successful implementation of the programmes.
A key priority in 2025 was the reduction of administrative burden through the review and simplification of both project selection and monitoring processes. CFCA introduced simplifications in calls for project applications, уточнила requirements and reduced the volume of documentation, as well as clarified conditions for project implementers. At the same time, project verification and monitoring processes were made more efficient, with a stronger focus on a risk-based approach, advisory support and the timely prevention of potential issues.
Significant investments were also made in the development of digital solutions: information flows were improved, certain processes were automated, and data accessibility was strengthened, thereby reducing manual work and time consumption for both CFCA and project implementers.
To ensure clear and timely information on opportunities offered by EU funds and other support instruments administered by CFCA, in 2025 CFCA organised 141 information events, reaching a total audience of more than 8,600 participants. Information events, consultations and regular communication remain essential tools for supporting high-quality project preparation and successful implementation.
“The results of 2025 confirm that targeted work on process simplification, digital development and professional cooperation with clients delivers measurable results. I would like to express my sincere gratitude both to the CFCA team for the chosen course towards process simplification and to project implementers, who provide valuable feedback on where project implementation faces challenges and bottlenecks,” emphasises the CFCA Director.
In the field of development cooperation, three knowledge transfer projects in Central Asia were in an active implementation phase this year, alongside a number of infrastructure rehabilitation projects in Ukraine. In the second half of the year, a cybersecurity project was launched in Uzbekistan and Egypt. At the end of the year, CFCA also signed three new development cooperation project contracts: on women’s leadership in ICT in Ukraine, Uzbekistan and Tanzania; on support for farmers’ cooperatives in Uzbekistan; and on strengthening the consumer protection system in Ukraine.
In 2025, CFCA continued to strengthen its role as the Public–Private Partnership (PPP) Competence Centre, actively engaging in the development of significant projects and policy initiatives. CFCA representatives participated in several strategic working and supervisory groups, including the oversight of the “State Real Estate” affordable housing programme, the development of solutions for the National Stadium, and the development of PPP solutions in the defence sector. CFCA also carried out assessments of PPP project documentation, expanded its methodological and informational materials, and strengthened cooperation with Latvian and international partners. To conclude the year, CFCA organised a PPP conference, promoting the exchange of experience and a deeper understanding of partnership solutions in Latvia.
As customary, a more comprehensive overview of CFCA’s activities and results will be compiled in the 2025 Annual Report, which will be available in mid-2026.
