Estonia acquires the experience of Latvia for improvement of EU fund implementation system

Understanding the benefits provided by concentration of project administration functions for the implementation of European Union (EU) funds of the programming period 2014-2020 in one institution, the Estonian EU fund implementation institutions visit the Central Finance and Contracting Agency (CFCA) to exchange experience. 

The CFCA Director Mr. Mārtiņš Brencis is happy that the experience of Latvia can be useful to other EU member states: “I am very glad to hear that our neighbours call the CFCA a superagency, thus appreciating our ability to comply with the system amendments and instead of six cooperation institutions concentrate the EU fund project selection and monitoring functions in one – the CFCA. No doubt it was a great challenge for Latvia, but the investments needed to complete this task have paid off. Faster payment processing, single approach to requirements and document review, and strong regional branch network are only a few of the benefits we offer the EU funding receivers. This efficient model for implementation of EU funds would ensure the ‘smoothest’ transition between programming periods without substantial investment gap.”

One of the main targets for improvement of the EU fund implementation system in Estonia is function consolidation and reduction of fragmentation, therefore the main subject of negotiations will be the experience of Latvia in merging all the EU funding selection and monitoring functions in one institution. CFCA and colleagues from neighbouring country also plan to exchange experience – both of the most successful solutions and challenges – on the EU fund project supervision and the possibilities for reduction of administrative burden.

The visit of Estonian delegation is planned for two days – on 21-22 February. CFCA will welcome 13 representatives of the Estonian Ministry of Finance and the State Shared Service Centre that participate in establishment of the EU funding system and execution of the program implementation functions.
