CFCA confirms the largest project of the EU funds in this planning period – railway electrification

The Central Finance and Contracting Agency has confirmed the project of VAS Latvijas Dzelzceļš for development of electric train infrastructure granting over EUR 318 million from the European Union Cohesion Fund. The project design has been approved by the European Commission.

With the aim to develop and modernise the railway network in Latvia, to increase its safety, quality and capacity, as well as to make it more environmentally friendly, the project foresees construction of the European transport network railway infrastructure, reconstruction and renovation of the existing infrastructure, by construction of new traction substation and electrical power network.

The project implementation will allow transportation of heavier trains with the maximum gross weight of 9 000 tons, thus reducing expenses of freight forwarders per one kilometre. By reconstruction and modernisation of the rail in the total length of 300 km, it is planned to decrease the rail transportation CO2 emissions by at least one forth.

It is planned to complete the electrification project by the end of 2023. In 2018 VAS Latvijas Dzelzceļš carried out procurement for design and construction, and is now assessing the received applications.

Railway electrification is financially the largest project financed by the EU funds in this planning period and has received EUR 318.5 million from the European Union Cohesion Fund, as well as EUR 28.08 million from the national budget. Considering the fact that project funding exceeds EUR 50 million, the project was reviewed and confirmed by the European Commission, which on 12 July granted a positive assessment.

The Cohesion Fund support for development of TEN-T railway network is granted within framework of measure 6.2.1.1 “Electrification of the Latvian Railway Network” of specific support objective 6.2.1 “To ensure a competitive and environmentally-friendly TEN-T railway network, promoting its safety, quality and capacity” of operational programme “Development and Employment”.
